Legal Question in Employment Law in Washington

I work part time, 24 hrs one week, and 29 on alternate weeks. When I take paid vacation, my boss insists on paying me for 40 hours, not just the hours I would have actually worked if not on vacation. So if I request vacation time on a week I would work 24 hours, and I submit a request for paid time off which includes all 7 of those days, my boss insists on paying me for 40 hours, not just the 24 I would be scheduled for. Is this legal? I live in Washington State if that makes a difference.
