Legal Question in Construction Law in Washington

5am start time in residential building

There's a store opening directly below my apt. here on Capitol Hill, Seattle, Wa. Every morning just after 5am they go in and to hammer, chisel, drill and tear the place apart. The pipes and walls are rattling throughout my entire place. Is it legal for them to start that early in a residential building?

Contact the Department of Land Use in Seattle and ask about the permit for the work and what time they are allowed to start working. 5AM sounds pretty early. There is a person in the DCLU responsible for the permit and the oversight of this project. Find them, and voice your complaints and concerns regarding the contractor's start time. If there is a rule about start time, the planner will know and will have incorporated that into the permit.

If they are not permitted, you can report the work and they'll be required to do it properly.
