Legal Question in Family Law in Washington

Guardians

My brother-in-Laws nephew is being abadoned by his mother, and his currently leaving at the grandmothers house, no father in the pic. My husband and I would like to become guardians of him, and need to know how to do this, the mother is gone no one knows where she just left him at her moms and said she can't be a mom any more and the mom can't keep him there forever. He is 3yrs old any help is appreciated. Also for Guardians is that similiar to full legal custody, we are military and he would need to be our dependent, so we can put him on out medical and such.
