When is the statue of limitations up

for sueing someone in a civil case in the state of WA.?

Generally 3 years, but it is 6 years on a written contract. See chapter 4.16 RCW at http://apps.leg.wa.gov/RCW/default.aspx?cite=4.16, which lists most civil statutes of limitation (though there may be specialized ones in other locations). This chapter should include what you are seeking.
