Legal Question in Real Estate Law in Washington

HOA lien for past dues

Hello, I'm the treasurer of our HOA and we have a homeowner that is delinquent 3 years of dues and soon to be 4. Is there a form I can file with the court for a lien against the property? Or does the association have to hire an attorney and sue the homeowner, get a judgment against them and then file a lien? Do I need to give the homeowner notice of intent to file a lien?
