Legal Question in Wills and Trusts in Washington

In a Will that has a Non-Intervention Clause is an estate settled if the property that was willed still is mortgaged under "the Estate of......(deceased person)"? Does the Personal Representative still maintain his right to settle,sell etc trade convey etc without permission of court
