Legal Question in Criminal Law in West Virginia

A case that has already been tried in one county,is being brought back by the state to be tried in a different county. Can the state still try the case even if the plantiffs drop the charges?

In a criminal case, the state is the plaintiff. You may be thinking of the victims or other complaining witnesses. The decision is not theirs to make.
