I traded a guy cars and now he won't give me his title

Then you made a very bad trade indeed, since getting the title transferred through the courts is complex and difficult. Never transfer a car until you have examined the original title for liens and ownership and obtained the seller's signature on the transfer line. Until you do that, you do not even know if the seller really owns it, whether it might be stolen, etc. Likewise, you should never sell one without personally going to the DMV with the buyer, to make sure that the buyer registers it in his or her name. Otherwise, they may continue to operate it in your name, making you potentially liable for accidents, parking tickets, etc.
