While private investigators are required to have a license from the state of WI, it is not usually illegal for people to observe from public locations. If this rises to the level of harassment or stalking, police can investigate and charge people with crimes. However, you also have the right to request a court restraining order in this situation if the police refuse to do anything. If you constantly feel that people are investigating you, you might also consider setting up an appointment with a licensed counseling agency, to help you decide if this is paranoia, or other imaginary problem, as opposed, to a real issue.
