Is the statute of limitations, for federal wire fraud, 5 years normally and 10 years if against a institution? Could you tell me if that is true?

Yes, five years is the normal statute of limitations (SOL) for most federal crimes, but that period often only begins to run from the date of discovery of many crimes.
