Changing custody due to a jointly custodial parent moving and not sending money

My husband and his ex have had joint physical and legal custody of their 12 1/2 year old son for 9 1/2years. Now the mother moved to Portland, OR. and has not provided any financial support (She has only seen him 1 weekend and 4 days over Christmas in 8 months). They got married and divorced in Wisconsin but recently have both lived in Minnesota for the past 5 years. Can my husband get full custody relatively easily?
