perjury in adoption case

During my adoption, my biological mother claimed that she did not know who my father was when infact she did. She now claims that she cannot get medical records for me because if he found out about me she would go to jail for perjury. I am now a legal adult. Is her claim completly impossible?

There's a 6-year statute of limitations on the prosecution of most crimes in Wisconsin. If it hasn't been six years since she committed the perjury, your biological father could report it to the District Attorney in the county where the perjury was committed and possibly get a criminal investigation and subsequent formal prosecution of her underway.
