my right to face an accuser

I was written a citation by a forest ranger in a wyoming national forest. The ticket indicates that I must appear in court and will recieve the time and place of that hearing in the mail. My question is; Can I expect to see the ranger who wrote the ticket at the hearing and if he is not present, do I have a right to have him there? If he is not there does this mean that the citation can be thrown out?

It is up to the government to prove you guilty beyond a reasonable doubt of the minor crime with which you are charged. It is difficult to see how that can be done without the presence of the issuing officer, and you have a Constitutional right to confrontation of your accuser. It is difficult to be more specific without knowing what you are charged with, but the general answer to your charge should be "yes," unless there are other witnesses or other evidence which would serve to convict without the presence of the issuing officer.
