many will say <I>"I have yet to see a web site/page that NEEDED frames" </I>,
this particular research page NEEDS frames. Those who have used it actually say

benefits from the use of frame."</I> So.... I apologize for not having a non-frame
version of the Legal Research pages, but if I ever get the extra time (or if days
become 36 hours long) that is one of the "features" that will be added to this
