I am a defence assitant in departmental case. The charge is that the official has seen drinking foriegn liqueor during lunch time in the room adjacent to the operation theatre of a hosipital. Actually they were drinking karingaly boiled water which has the color of brandy. The enquiry officer didnot take the alleged liquor to custody or test it or conducted the medical check up for confirmation of intoxication. But the enquiry officer simply stated that they were intoxiacted and charge sheet has been issued and inquiry has been started. Is it justifiable! what is the fate of this enquiry without evidence
