Legal Question in Administrative Law in India

Respected sir, i am a railway employee and my service record,p/case,leave accountetc. has been lost from my office and i have submitted several appeal for the reconstruction of the same as per the law but i got one letter from office for submission of documents for the preparation of the same and after 4 months from the date of submission of documents a second letter was issued to me for the attestion of the same and on same date i appeal again the administration since all are photocopy how it could be attested by other moreover it is the responsibility of the administration and i am co-operating with the administration since already 24 months lapsed there is no any further steps from the railway administration. can i take any legal action against my officer. please give your valauble suggestion.

Dear Sir / Madam,

You should submit one set of self attested set of documents to your Supervisor, and another set of the same self attested documents to the Payroll & Administration-Salary section for their information and record. Initiating any legal action against your Officer is not recommended because he / she does not maintain the record in the Department. It is sent with remarks to the P&A section.
