Legal Question in Banking Law in India

i have given a cheque for Rs 17000/- to one flat builder 2 years back without putting date.They have given me the receipt also for the same.I have sold the flat last year.The builder is now refusing to give me back the cheque I have given .I have mde stop payment of the cheque last year.Please let me know whether builder can do anything against me?The cheque was given for one time tax to village office which I came to know that for flats below 100 sqm not supposed to pay.Now the account which the cheque is released also is inactive for last 1 year.The flat is delivered in 2008 and till date the assesment of one time tax is not over as per builder.Flat building is handed over to owners association.

Dear Sir / Madam,

You should go yourself and find out the status of the one time tax with the village office and if it is not payable, you should obtain a letter from them to that effect. So that if and when the builder files a case, you can mention all these points in your reply and produce a copy of the letter issued by the village officer.
