transfer of funds from a foreign country
Is it legal to allow a non citizen to transfer money into an account set up in my name. The country is under military rule and they want to get their money out before it is sei8zed by the government.

This is probably a scam, particularly if it is someone you don't know purporting to have large amounts of money that they need to transfer. You will be asked to advance some costs, which you will never get back. It usually involves Nigeria, but recently has been used with respect to other countries. Do not get involved with this.
