Can Company A ‘being private loan NBFC’ take loan from B company @ 12 % p.a. and give it to C company @ 15 % p.a. if loan from (B) to (C) is covered by section 185 ?

Yes, loan from Company B to Company C is governed by the provisions of Section 185 of the Companies Act.
