Legal Question in Business Law in India

Hello Sir,advice me the procedure and the options for the problem which the residents of the building are facing.two partners have started restrau business in the building entrance leading up to the passage causing inconvinence and distress to the residents.they do not have any licence and also bribe police to not take action.gas cylinders are placed at helm of electrical circuits.they pass comments on woman residents and do not want to shutdown the business inspite of promises.they have also started thier preparation on the 3rd floor of the building.Sir,please give me advice as to how i can proceed and get rid of this illegal and distressing business at the passage .Thank You.
