Who wishes to divorce? Take Husband First:

Step 1 : Serve notice under the relevant laws to wife's address as per Kabin-nama another copy to the Union Parishad Chairman/Mayor of the area who has territorial jurisdiction over the aforesaid address.

2. Step 2: Wait, first 30 days, see if any notice comes from the up chairman/mayors' office and take step.

3. Step 3: Wait another 30 days, then above;

4.Step 4: Wait last 30 days and it is the day sharp wherefrom onwards you are entitled to get a divorce certificate issued from govt. authority.
