Legal Question in Civil Rights Law in Pakistan

my father got two marriages, me and my 4 siblings are from first mother and 11 remaining are from step mother. my father said before death that me and my brother have to pay 3 sisters from first mother but he didn't ade any willso what is the procedure if we give them their part and how we make papers for property transfer on my name

you have not mentioned the details of brothers and sisters, any way you all are, the two widows and all of you brothers and sisters are the legal heirs of the deceased ( your father) and rightful share holders of every thing left by your father. for details and procedure you can call me on my cell No; 0323 4638149.
