Legal Question in Civil Rights Law in India

Sir I am a Chartered Accountant. One of my clients faces a problem relating to his newly constructed building just one year ended. Problem is he has constructed such building by getting approval for ground and first floors and 2000sqft but constructed two floors and 3000 sq ft. A person in his locality has made his condonation in the public. How to save my client from any kind of legal action and to stop demolition provisions if any

1) If there is any building regularization scheme, pay with penalty.

2) Legally cant stop if they demolish.
