Legal Question in Civil Rights Law in India

Sir, When some information can be obtained through RTI is it wrong on the part of Govt authority to give it directly when a request is made for the same orally or in writing but not through RTI? The case in point is while the police official who made an inquiry on a complaint filed by me on a civil dispute under CSR No 212, is ready to give a copy of the submission made by the other side, if I make a submission for the same through RTI window, is refusing to give the same under normal submission through a letter to the Inspector of Police. Since I don't understand the logic behind this I seek your clarification on this.

Dear Sir / Madam,

Since you are interested in getting a copy of the submission made by the other party in the Police station, you should simply affix a Rs. 10 court fee stamp on your request letter, and submit it to the ASI / PSI on duty at the Police station.
