Filing a RTI is a simple process but we have to use conventional methods as Govt. departments in India often do not use e-mails or technology. The RTI application should be addressed to the Public Information Officer (PIO) of concerned department.

The information you seek is concerning the village. It is not the Village Sarpanch whom you should ask the concerned information from. It is the village secretary i.e PIO, Pachayatraj from your area can provide the info you need.

The village secretary functions as the Public Information officer, hence, you should address your letter to him.
