Legal Question in Consumer Law in India

I have purchased a property in hyderabad in the year 1994 through registered sale deed, later i came to know that the said property was attached by ULC as surplus property. then as per a G.O, i have regularized the said property after paying stipulated fee to ULC. now a third party has filed a litigation over the property saying that the original property belonged to him, and he has never declared it as surplus. with all this litigation i cannot proceed with the construction on my property as there is Status Quo order from High court. my point is i have purchased this from one person through registered sale deed, then later paid fee to ULC to regularize the same. When ULC collected the regularization fee from me, they might have acquired the said land through legal means. My question is can i file a case against ULC in National or State Consumer Fourm. Already i am a party in High court case which was filed by the third person claiming to be the original owner. But since this case is being dragged since 2010, i want to move to consumer court to seek suitable compensation from ULC for my property as per existing market rate. My questions are simple. 1) Do consumer Courts/Forums accepts such cases. 2) Is there a chance that i can file a compensation with ULC/Revenue dept for allotting me a land which was claimed by a third person. 3) Please dont suggest me with approaching High court or civil court, as i am already a party in those cases and dont see those cases coming to end anytime soon.4) i was thinking for a fast track solution that is the reason im planning to take it simultaneously in Consumer court.

firstly you dont fear.you have strong position as payment of ulc. what is about property tax? High court is supreme authority in state,so other court cannot be involve it. you can be go to supreme court for quash petition and injunction .
