Legal Question in Consumer Law in India

I had won case against punjab state electricity board in which state commission reject there demand for 704000/- which I had already paid to Pseb. But in judgement they do not mention refund of deposit and interest thereon. Then I had filled for execution in which state commission told they only allow you refund of payment deposited only with out interest. I move to national commission for interest part but they reject my appeal on ground of delay of 300 days. What can I do now .my Interest part is also a big amount I had deposited amount in2002
