Legal Question in Credit and Debt Law in Germany

what is the statue of limitation on debt collection by a collection agency? debt has been in place since 2008 and recently phone/internet service was denied, not from the service provider they have no problem in providing service, but based upon the collection agencies note new service is being held up. calls made collection agency to find out what the debt was and had repeated request for copy of record has not been provided. when calling collection agency, can hardly get anyone that speaks English to explain but they will just say that there is an open debt. situation is very frustrating and would like to do the right thing but after almost 10 years I'm fearful that because i'm american that i'm being taken advantage of because i don't speak/read German.

As the jurist's saying goes: It depends. What kind of a debt? Has the creditor obtained an enforceable instrument (jugdement - Urteil or Vollstreckungsbescheid) against you?
