No. You got to be kidding. What if other area police still does not help? Do you move residence to third area? Certainly not. In order to bring end to such malaise, the Criminal Procedure Code has made a provisions of Section 156(3) and if this also does not work then Sec 200 Cr PC.

Under Section 156(3) Cr PC you may a complaint and also that the police of area did not help. the magistrate will call for status report and may direct the police of area to register the FIR and investigate the case.

for some reasons, if the police did not file the proper status report or the magistrate is not convinced about the allegations in the complaint, before the same magistrate you may file another application under section 200 cr pc to enquire into the allegations. For that, you will first step into witness box and give evidence in support of 498A. Then the judge will summon the accused person or persons on your complaint.

Your best bet is to approach Legal Service Authority of your state in your area and get free legal aid from that office. They will provide a free lawyer (lady lawyer if you want) who will take appropriate remedy in your case.
