I have paid 30 lakhs to one person through internet banking and the person is having my cheques for about 20 lakhs and he is not returning my cheque - can I approach court

yes, you can approach the court seeking mandatory injunction and directions of the courts to produce the cheque or issuing appropriate directions to the bank for cancellation of cheques.
