is section 138 of negotiable instrument act a criminal offence?
can you apply for a new passport in lieu of your lost passport when there is case pending for 138 cheque bouncing case. do u need a NOC from the court that the case is filed under?

Yes sec 138 is criminal offence. Yes you can apply for a new passport after lodging a FIR to that effect to the police
