Legal Question in Family Law in India

My brother who is a foreign citizen and holding OCI card married to Indian citizen in India as per Hindu law but the marriage is not registered.They had issue and he left India and the girl is living with her family.We don't have any contacts with girls family.Now my brother wants to visit us in India.Is it possible that the girls family filed a case of cheating or anything else against my brother and get a Look our Circular issued against him at the airport.As he is with a foreign passport so no one knows any other information that his name and country.Is it possible to get LOC issued without court notice or without informing the foreign office?

Until and unless she gets an order from court, such thing can't take place. Don't worry. And better to finish the relationship by going for a mutual divorce if your brother does not want to live with her.
