How many chances are given to a petitioner to submit his evidence. incase he doesn't submit after several chances what is the next course of action by the court?

In the strict sense.. only one chance is given to any party to submit his or her evidence. The courts may show leniency but it is only within their discretion. Factors determinant for submitting late evidence, to be acceptable are 1. Statutory norms, 2. Blanket Stay by Higher courts, Party's inability to submit the same. etc..
