Legal Question in Family Law in India

We have filed for divorce by mutual consent, an under construction 2 bedroom flat is being held jointly by us, out of total cost of 30 lacs, 10 lacs have been paid so far out of my a/c whereas the balance amount of Rs20 lacs is unpaid, husband has not paid single penny, he is not ready to transfer the property in my name, and not paying the balance amt, How can I get out of this property or get back my contribution of 10 lacs or can I sell my share of 10 lacs to anybody and do I need his consent and signature if I want to do so.plz suggest.
