Legal Question in Family Law in India

i am muslim and my and got married in 2005. I soon became the victim of domestic violence and much more so i got seprated from my husband in 2007> he divorced me as per islamic law..again we settled it down out of the court and has notary papers for divorce in 2010. Now the problem is when i reached the passport office they said they do not believe this islamic papers (fatwa from the islamic court and i have the translated done too). APO from passport office demands the divorce certificate. when i approached one lawyer he said the process is tiresome and will involve my x husband whom i do not want to involve..

i am in acute need of passport, what should i do ? or what could be the legal procedures ? please guide
