if parents done marriage of a boy at the age of 15-16 and both child never meet each other after marriage for 30-33 years can a boy marry another girl without divorce as it is child marriage?

No. There are two reasons firstly after attaining majority none of the party opted to get the marriage declared null and void so marriage has been consented by both the parties. Secondly since marriage has not been dissolved by valid decree passed by court so neither party can contact second marriage and if either party do so then it will be bigamy punishable in law.
