If a parents marry their daughter at age of 17.5 yrs, is that considered as a void marriage?

no,that is not a void marriage according to hindu marriage act.only daughter has right to challenge for void marriage.

Marriage would not be valid - but if not challenged by girl after crossing 18 within reasonable time - it would get color of a valid marriage.
