Legal Question in Family Law in India

Sir,
my daughter is forced to suicide by her husband and inlaws due to dowry harrashment and mentaly toutoure within 7 years of marriage and she found hanging in her husband house. i filled a fir against her susband, inlawas.but polic has not arrested him..they are simply denying that this case is not dowry related case and they tells that your daughter had taken this step due to frustation..i took her both son wih me to my home .. after one months of FIR they (accused) filed a case on me that i kidnaped his son and police is harassing me instead of arresting him .. what i do ??she has 2 sons below 5 years ... can i get costody of her sons ?????? if yes then how???
