Legal Question in Intellectual Property in India
Do question papers and answer keys come under intellectual property? Specifically I refer to the question paper of CAT 2013 conducted by IIM Indore. I filed an RTI asking the authorities to provide me the question paper that was given to me and its answer keys. They say it cannot be given because question paper comes under intellectual property. Should I make the first appeal?

Dear Sir / Madam,
No, you are entitled to view the question paper and your answer sheet of CAT 2013 on payment of the prescribed fees to the Urban Grants Commission (UGC) through IIM Indore. You may appeal should they refuse.
