Legal Question in Employment Law in India

I am working with a Level3 IT company. They hired me for a onsite project and send me to Singapore for around 50 days. When i was there they didnt pay the salary use to send few money. Somehow i managed, when i came back to india they keep on postponing or ignoring the money matter. I told them untill and unless I will not get money I will not work. Then they transfer the money to my Travel Card with lot of deduction. When I went to bank to encash the money they told its corporate account so they need NOC and all. I asked the HR to do the needful. Instead of giving NOC they withdraw all the amount from my Travel Card, whatever they paid me as a salary. Now they are not responding to any call or mails. Please advise.

Dear Sir / Madam,

If the Company has not paid you the agreed local and / or overseas salary as per your letter of appointment, you may file a Police complaint and escalate the matter to the local Labour Commissioner to amicably resolve and settle your grievances.
