Legal Question in Landlord & Tenant Law in India

my father purchased a property in mumbai 20 years ago and had paid part stamp duty on the same.

Now society says that we have to pay the complete stamp duty with penalty.

also society has to apply for OC and conveyance and are saying that since we do not have complete stamp duty paid. Society cannot apply for OC & conveyance for the building as per law is it correct.
