Does patwaries have right to change girdawari ? If it is not so what citation should i see ?

Dear Sir / Madam,

A "Patwari" is a person who keeps a record of village accounts. In Hindi, there is a word "Gird" which means "all round". There is no such word "Girdawari". From your query, I get the impression that you are referring to "Girdawari" which means a "keeper" - a person in-charge of taking care of property or records. So, if the "keeper" is not performing his / her duties and responsibilities satisfactorily, the Patwari has the right to change the Girdawari.
