Legal Question in Legal Ethics in Philippines

i'd like to know whether there's any law against the staff of a local municipality being discourteous to a point where he / she is shouting at my staff.

this is regarding the ban of plastic bags. we have complied to the recent r.a. that bans any store is selling none biodegradable bags. but for some reason, a person who claims to be working for our local municipal, came to our store and started shouting at my staff. in my absence, my staff were the ones to respond to his "questioning" but only after his shouting subsided a bit. my staff told me that he raised his hand that was clutching three pieces of colored sando bag. i think the questions were "alam nyo ba na bawal magtinda ng sando bag na none biodegradable?" and when one of my staff responded "sir wala po kaming tinda kahit tignan nyo po stante namin". the said municipal staff responded, again, with a huge voice "gusto nyo papuntahin ko pa dito ung bumili nito?". then he proceeded to tell my staff "sabihin nyo sa amo nyo na bawal na magtinda ng sando bag, sa uulitin malalagot kayo saamin". when my staff asked for his identification, he shoved his "i.d." to my staff's face.

my question is basically this : does the staff of our local municipal have the right to yell at my staff and basically being rude from start to end of the conversation? also, where can i complain about this kind of behavior?
