Can I sue my father for neglect and phsycal and emotional abuse 5 years ago but now suffering from major ptsd

Rhode Island has a three year statute of limitations on personal injury actions, meaning such an action, which may include for injuries like you describe, must be filed within three years of the incident, but depending on your age at the time and many, many other facts and circumstances not stated in the question, you *may* yet be able to sue your father.

The answer to this will depend on the state you are in . In North Carolina, a child would be able to make such a claim until he or she is 21 years old; so here it would depend on how old you are now.
