Legal Question in Real Estate Law in India

booked a flat is UP(Noida). project not taken up till date. We have paid around 25% of payment. As there is no likelihood of starting the project, we applied for refund of money. As per builder advice, retuned the original papers ( with proper acknowledgement). However builder is lingering on the payment. at what legar forum, we must approach to get the money. There are many buyers like me. Individual involvement of money ranges from 8 to 12 lakh each
