Legal Question in Real Estate Law in India

My Friend applied for heir certificate and he provide list of heirs A:B:C:D etc,but my friend dont know the address of the heirs.Heirs A:B:C:D dont know that my friend applied for heir certificate ,Heirs A:B:C:D doesn't received and signed any notice from the court at their respective addresses ,In this case in absence of heirs A;B:C:and D ,
Can court issued any heir certificate for my friend OR unless each and every Heir should be given and after they received notice from the court at their respective address.Court will not issue any certificate for my friend?

Court can issue if no objection is received from anybody after public notice.
