Legal Question in Real Estate Law in India

Myself and my friend holds Irrevocable power of attorney for a plot.

My friend has died 4 years ago. Now i want to do kharedikhat of the same plot, but registrar is not allowing me as he says power is jointly executed and one of the person is dead, now poa is void.

Persons who gave us POA are live but not ready to give sign again.

Kindly guide me.
