Legal Question in Real Estate Law in India

I landlord. Defendant tenant. Tenant is not occupying the premises since 2005. We have copy of electricity bills which shows consumption around 25 units per month.

Case filed in April 2013.

1st date 26 june. Bailiff.'s report : locked

2nd date 5 Aug. Reissue of notice.

3rd date 4 Sept. Bailiff report : locked

4 th date : 23rd Oct.

My Question: Shall we ask court for orders of lock breaking or we will have to go for alternate mode of issuing the notice ... like publishing in news paper or pasting.

Dear Sir / Madam,

You should plead before the Judge to expedite the eviction order of the tenant from your premises. All the same, if the tenant has stopped paying you the prevailing monthly rent, you should also lodge a Police complaint of illegal trespass against the tenent, so that you can take back possession of the premises by breaking open the lock, in the presence of the Police. Publishing the issue in the newspaper is not recommended.
