Legal Question in Tax Law in Pakistan

Hello Team,

I am trying to find information on how to treat international withholding taxes (Malaysian withholding regulations) in Pakistan for a Software company which is exempt from income taxes on exports.

Recently, Malaysia government has imposed 10% withholding on all foreign payments and our software company in Pakistan is taking a hit for this withholding; per our tax consultant as we are exempt from taxes on exports therefore we cannot claim/adjust the withholding tax in our return. This is a bit hard for me to believe that there is no way to adjust this withholding amount. Any advice or suggestion in this regards would be highly appreciated.
