From when is Labour welfare cess of 1% effectively to be deducted from building construction and other contracts in Maharashtra? What government notification is to be referred? Can U please give the govt. circular nos.?

Here's the relevant text of the Labour Welfare Cess Act for your ready reference :

THE BUILDING AND OTHER CONSTRUCTION WORKER'S WELFARE CESS ACT, 1996 ACT NO. 28 OF 1996

[19th August, 1996]

(1) BE it enacted by Parliament in the Forty-seventh Year of the Republic of India as follows:-

(2) An act to provide for the levy. and collection of a cess not exceeding 3% but not less than 1% on the cost of construction incurred by employers with a view to augmenting the resources of the Building and Other Construction Workers' Welfare Boards constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.

(3) It shall be deemed to have come into force on the 3rd day of November, 1995.
